Meeting the "Highly Qualified" Teachers Challenge in North Carolina


Federal Definition of Highly Qualified Teacher:

  •  Holds at least a bachelor's degree
  • Fully certified and/ or licensed
  • Demonstrates competence in subject area(s)
  • Core subject teachers must be "Highly Qualified" in their teaching area(s) by June 30, 2006
  • Title 1 core subject teachers hired after the first day of 2002-2003 school year must be "Highly Qualified" sooner

CORE ACADEMIC SUBJECTS

  • ENGLISH
  • SOCIAL STUDIES
  • READING/LANGUAGE ARTS
  • ECONOMICS
  • MATHEMATICS
  • ARTS
  • SCIENCE
  • HISTORY
  • FOREIGN LANGUAGES
  • GEOGRAPHY
  • CIVICS AND GOVERNMENT
  •  KINDERGARTEN-6

"HIGHLY QUALIFIED" NEW ELEMENTARY TEACHERS:

  • Must have an appropriate license for the core academic subjects taught AND
  • Demonstrate subject knowledge and teaching skills in reading/language arts, writing, mathematics, and other areas of the basic elementary curriculum by passing the required state tests

"HIGHLY QUALIFIED" NEW MIDDLE AND HIGH SCHOOL TEACHERS:

  • Must have a middle school or secondary license in a teaching area for each teaching assignment AND
  • Demonstrate a high level of competency by passing the required state tests in each academic subject in which the teacher teaches or have in the subject area:
  • An undergraduate major; or
  • Coursework equivalent to a major; or
  • A graduate degree; or
  • Master's level licensure; or
  • NBPTS certification
